Why Atlanta Matters for PSLF

Public Service Loan Forgiveness (PSLF) discharges your remaining federal student loan balance after 120 qualifying monthly payments while working full-time for a qualified employer. Atlanta has roughly 180,000 healthcare workers, plus state/federal employees, public school teachers, and the largest VA in the Southeast — but the for-profit hospital footprint (HCA, Tenet, Encompass) is also one of the densest in the country.

A single wrong job decision in Atlanta can cost you $50,000–$200,000 in forfeited forgiveness.

Academic / Nonprofit Health Systems (501(c)(3))

  • Emory Healthcare — All Emory hospitals (University Hospital, Midtown, Saint Joseph’s, Decatur, Hillandale, Johns Creek) → fully PSLF-eligible.
  • Children’s Healthcare of Atlanta (CHOA) — 501(c)(3) nonprofit (Egleston, Scottish Rite, Hughes Spalding, Arthur M. Blank Hospital) → PSLF-eligible.
  • Piedmont Healthcare — 501(c)(3) nonprofit (Piedmont Atlanta, Fayette, Henry, Newton, Rockdale, Walton, etc.) → PSLF-eligible.
  • Wellstar Health System — 501(c)(3) nonprofit (Wellstar Kennestone, Cobb, Douglas, North Fulton, Spalding Regional, Sylvan Grove, Paulding, etc.) → PSLF-eligible.
  • DeKalb Medical / Emory Decatur — Now part of Emory Healthcare → PSLF-eligible.
  • Northeast Georgia Health System (NGHS) — Gainesville area, 501(c)(3) nonprofit → PSLF-eligible (commute-distance from Atlanta northeast suburbs).

Public / Governmental

  • Grady Health System — Public (Fulton-DeKalb Hospital Authority) → PSLF-eligible. Atlanta’s primary safety-net hospital.
  • Atlanta VA Health Care System (Decatur) — Federal → PSLF-eligible.
  • Centers for Disease Control and Prevention (CDC) — Federal → PSLF-eligible.
  • Morehouse School of Medicine — Federally affiliated nonprofit → PSLF-eligible.

FQHCs

  • Mercy Care, West End Medical Centers, Oakhurst Medical Centers, Northwest GA FQHC, and similar Federally Qualified Health Centers → PSLF-eligible.

Schools and Universities

  • Atlanta Public Schools (APS), Fulton County, Cobb County, DeKalb County, Gwinnett County school districts — Public → PSLF-eligible.
  • Georgia State University, Georgia Tech, Emory University, Morehouse, Spelman, Clark Atlanta — Various public/nonprofit → PSLF-eligible (verify Emory and Morehouse are 501(c)(3); Georgia State and Georgia Tech are public).

❌ For-Profit Traps — NOT PSLF-Eligible

HCA Healthcare (NYSE: HCA)

  • Northside Hospital is NOT HCA — see note below. HCA’s Atlanta facilities are:
  • Coliseum Medical Centers (Macon — outside metro) — HCA → NOT PSLF-eligible.
  • HCA Houston Medical Center, etc. — minimal Atlanta-metro hospital footprint, but HCA owns dozens of surgical centers and outpatient locations under various brand names. Always verify the EIN.

Tenet Healthcare (NYSE: THC)

  • Saint Joseph’s North Atlanta / Atlanta Medical Center (closed 2022) — Tenet historical. AMC closed.
  • Verify any “Atlanta Medical” or “Saint Joseph’s” affiliation carefully — branding has shifted.

Universal Health Services (NYSE: UHS)

  • Anchor Hospital, Peachford Hospital — UHS behavioral health → for-profit, NOT PSLF-eligible.

Encompass Health (NYSE: EHC)

  • Encompass Health Rehabilitation Hospital of Cumming, Newnan, Vining (Smyrna), etc. — Publicly traded → NOT PSLF-eligible.

Select Specialty / Kindred LTACH

  • Select Specialty Hospital Atlanta (Select Medical, NYSE: SEM) → NOT PSLF-eligible.
  • Kindred Hospital Atlanta (LifePoint owned by private equity) → NOT PSLF-eligible.

Private dental, DSO chains, private practice groups

  • Aspen Dental, Heartland Dental, Sage Dental, Pacific Dental Services — All for-profit. NOT PSLF-eligible.
  • Most private physician groups and ambulatory surgery centers are for-profit.

⚠️ Big Brand Name Confusions

Northside Hospital (Atlanta, Cherokee, Forsyth, Duluth, Gwinnett) — Northside is an independent nonprofit 501(c)(3) — PSLF-eligible. Often confused with for-profit because of its scale. Northside is NOT HCA. (Northside Hospital is one of the largest birthing hospitals in the U.S. and is genuinely nonprofit.)

Saint Joseph’s — Multiple “Saint Joseph’s” exist nationally. The Atlanta Saint Joseph’s was historically Tenet-affiliated but transferred to Emory Healthcare in 2012 — now Emory Saint Joseph’s, which is PSLF-eligible.

Atlanta Medical Center (AMC) — Tenet-owned, closed November 2022. No longer operating as a hospital. If you see an AMC listing, it’s outdated.

Wellstar Atlanta Medical Center South (East Point)Closed May 2023 alongside the main AMC closure.

How to Verify Your Employer

  1. Check the W-2 EIN. Go to the IRS Exempt Organization Search (apps.irs.gov/app/eos) and enter your employer’s EIN. If it appears as a 501(c)(3) public charity, it’s PSLF-eligible.
  2. For public/governmental employers, the IRS database won’t list them — use the PSLF Help Tool (StudentAid.gov/pslf) and search by employer EIN.
  3. For uncertain cases, submit the PSLF Employer Certification Form. The Department of Education will officially certify or deny each employer.

The Wellstar–Augusta University Acquisition Pattern

In 2023, Wellstar (nonprofit) acquired AU Health (Augusta) — both PSLF-eligible. This is a rare PSLF-friendly acquisition because both pre and post-acquisition entities were nonprofit. Most acquisitions trap PSLF workers (e.g., Brookwood Baptist sold to Orlando Health in 2024 — but Orlando Health is nonprofit, so this also remains PSLF-eligible).

By contrast, common PSLF-destroying acquisitions are:

  • Nonprofit hospital → HCA (for-profit) → PSLF eligibility lost
  • Nonprofit hospital → CHS (Community Health Systems) → PSLF eligibility lost
  • Nonprofit hospital → Prime Healthcare → PSLF eligibility lost

Always recertify employer status with the PSLF Help Tool after any ownership change.

5 Action Items for Atlanta Healthcare Workers

  1. If you have student loans and you’re choosing between Emory and a private practice, choose Emory. The 10-year PSLF math is worth $80,000–$200,000+.
  2. Confirm Northside is NOT HCA. It’s frequently misidentified. Northside is independent nonprofit → PSLF-eligible.
  3. Submit annual PSLF Employer Certification Forms. Don’t wait 10 years — verify every year that your payments count.
  4. Use IDR + PSLF together. Apply for the SAVE plan (or its successor) and confirm your payments count toward PSLF.
  5. Avoid Encompass Health Rehab and Select Specialty. These publicly traded rehab/LTACH operators have multiple Atlanta-area facilities. NOT PSLF-eligible.
