How PSLF Eligibility Works in San Diego

For PSLF eligibility, your W-2 employer must be one of:

  • Federal, state, or local government (any branch)
  • 501(c)(3) nonprofit (verifiable on IRS exempt org search)
  • Public university or college

For-profit employers do NOT qualify even if they contract with qualifying institutions. Job title and work location are irrelevant — only the legal employer on your W-2 matters.

  • Aurora Behavioral Healthcare San Diego — For-profit chain. NOT PSLF-eligible.
  • Select Specialty Hospital (various locations) — Select Medical, publicly traded for-profit. NOT PSLF-eligible.
  • Vibra Hospital of San Diego — Vibra Healthcare for-profit. NOT PSLF-eligible.

PSLF Verification Checklist for San Diego Job Seekers

  1. Check the W-2 employer name on your offer letter, not the hospital brand on the building.
  2. Look up the EIN on the IRS Exempt Organizations Search. If your employer is a 501(c)(3), it will appear.
  3. Submit Form PSLF (Employment Certification Form) annually to MOHELA. This tracks qualifying payments.
  4. Verify each time you change employers, even within the same hospital system. Some hospital subsidiaries are for-profit (e.g., physician groups leasing space at nonprofit hospitals).
  5. For Naval Medical Center San Diego civilian roles: SF-50 confirms federal employment. For active duty: military service automatically qualifies.

Common Mistakes by San Diego PSLF Pursuers

  1. Assuming “UCSD” is the same as UC San Diego Health Physicians. UC San Diego Health Physicians is a 501(c)(3) academic medical group. But contracted physicians at UCSD facilities through outside groups may not be UCSD employees.

  2. Assuming Sharp Coronado / Sharp Memorial / Sharp Chula Vista are all the same EIN. Sharp HealthCare is one parent 501(c)(3), but verify the actual employer entity on your W-2. Usually all qualify, but check the specific entity.

  3. Confusing Kaiser Permanente of Southern California with Kaiser Foundation Hospitals. Both are 501(c)(3) but they’re separate legal entities. Verify W-2 EIN.

  4. Joining Alvarado or Paradise Valley because the hospital looks similar to Sharp or Scripps. Both Alvarado and Paradise Valley are Prime Healthcare for-profit. The Prime Healthcare brand is sometimes hidden in HR communications.

  5. Not re-certifying after promotion or department change. Even within UC San Diego Health, switching from a research grant role to a clinical role may change your funding/employment entity. Re-certify Form PSLF after every HR system change.

Strategic Advice for Maximizing PSLF in San Diego

  • For maximum PSLF + benefits: Naval Medical Center San Diego (civilian GS positions) or VA San Diego Healthcare System. Federal pay + TSP automatic 4% + immediate PSLF eligibility.
  • For private-sector PSLF: UC San Diego Health, Sharp HealthCare, Scripps Health, Kaiser Permanente, Rady Children’s. All qualifying 501(c)(3) or public systems.
  • For nonprofit social services/teaching: City of San Diego, County of San Diego, San Diego Unified School District. Pay is lower but benefits and pension are strong.
  • Avoid Prime Healthcare hospitals (Alvarado, Paradise Valley) for PSLF. They sometimes recruit nurses with signing bonuses but the bonus is dwarfed by lifetime PSLF discharge.

Does Naval Medical Center San Diego qualify for PSLF as a contractor? No. Contractor positions at NMCSD (Navy contractors employed by third-party staffing firms) do NOT qualify. Only direct federal civilian (GS) or active duty positions qualify. Verify your W-2 employer is the Department of Defense / Navy.

Is Encompass Health Rehab San Diego PSLF-eligible since they take Medicare patients? No. Encompass Health Corporation is publicly traded for-profit (NYSE: EHC). Medicare participation does not affect PSLF eligibility — only your employer’s tax status matters.

Can I transfer from Sharp to Scripps without losing PSLF time? Yes — both are 501(c)(3). Your accumulated qualifying months transfer. Submit a new Form PSLF after the move to confirm.
