  3. Old Dominion University (ODU) — Public state university → PSLF-eligible employer for faculty, staff, and university hospital affiliates.

Most PSLF guides focus on doctors, nurses, and teachers. Norfolk is unusual because non-clinical federal jobs (Navy civilian engineers, shipyard workers, base administrators) also qualify.

Major PSLF-Eligible Employer Categories in Norfolk

1. Federal Direct Employment (Always Qualifies)

These are direct federal employees — your W-2 says “United States Department of [X].” All qualify for PSLF unconditionally.

⚠️ Critical Trap #1: Defense Contractors Are NOT Federal

This is the same trap that catches employees at Fort Liberty (Fayetteville NC), Redstone Arsenal (Huntsville AL), and other major military hubs. Norfolk has dozens of major defense contractors:

  • Encompass Health Rehabilitation Hospital of Virginia Beach — Encompass Health is publicly traded for-profit (NYSE: EHC) → does NOT qualify for PSLF.
  • Tidewater Physicians Multispecialty Group (TPMG) — Physician-owned for-profit → does NOT qualify.

5 Strategic Tips for Norfolk PSLF Pursuers

  1. Choose NMC Portsmouth over Sentara if you’re indifferent. Both qualify, but federal direct (NMCP) is the most bulletproof PSLF status — no acquisition risk, no W-2 entity changes. Federal direct = federal forever.

  2. The Newport News Shipbuilding trap is the deepest one in Hampton Roads. HII pays well — $90k+ for engineering positions, with shipyard worker overtime pushing total comp higher. But it doesn’t qualify for PSLF. If you have $150k+ engineering school debt, the math may favor a lower-paying federal civilian position at the shipyard’s Navy counterpart (NNSY in Portsmouth).

  3. Sentara is the easiest nonprofit pathway. Sentara has hospitals in every Hampton Roads city, with constant hiring across nursing, therapy, allied health, and administrative roles. Easier to enter than NMC Portsmouth (which has federal hiring complexity).

  4. EVMS/ODU merger creates new PSLF opportunities. Eastern Virginia Medical School is consolidating with Old Dominion University. Faculty and staff transitioning to ODU employment gain public university PSLF status. If you’re in academic medicine in Norfolk, this is the moment to verify.

  5. Verify annually with Form PSLF Employer Certification. Federal employees can use the PSLF Help Tool with their HR records. Sentara, Bon Secours, and other nonprofits sign Form PSLF on request. Don’t wait until year 10 to discover paperwork problems.

FAQ

Does working at Huntington Ingalls (Newport News Shipbuilding) count for PSLF? No. HII is a publicly traded for-profit defense contractor. Even though you may work side-by-side with Navy personnel on naval vessels, your W-2 employer is HII (for-profit), not the Department of the Navy.

What about military spouses working at TPMG or other private practices? Same answer: private practice employment is for-profit. Even if you treat predominantly military patients via Tricare, your employer determines PSLF status. Look for Sentara, Bon Secours, NMC Portsmouth, or VA Hampton openings instead.

Does the active-duty service count differently? Active-duty military are not on civilian PSLF — they have separate military student loan programs (HPSP, MGIB, etc.). PSLF applies to civilian federal employees and qualifying nonprofit/government employees.

Is the EVMS-ODU merger fully complete? The transition began in 2024 with EVMS becoming a college within ODU. Employment contracts and W-2 entities are being migrated. Verify your specific position’s status with HR using Form PSLF certification.
